In 1950 Haika was elected head
of the Ga'aton Regional Council.
It was a time of rationing,
unemployment and the enormous effort
of absorbing masses of refugees
temporarily housed in tents
in transit camps. As head of
the Regional Council, Haika was
largely occupied with saving children
from floods and starvation. She also
combated the unemployment that was
causing the social disintegration
of the refugees living in
the camps.
